According to him, the project was almost derailed when he encountered a “difficult” government official who denied his permit.
He told the audience that a lot of money had already been invested in the project before they were denied the environmental permit.
“During the process of obtaining all the necessary permits, we ran into difficult government officials and, for some reason, our permit was denied. The particular government official I met with told me to my face that our project would never see the light of day.”
“So I left, disappointed of course. I told my Chinese friend that unfortunately, we were facing this difficulty and it seemed like it would be a while before we could get this project going again,” he said, as excerpts of his speech emerged on social media.
He added: “Meanwhile, the price tag is $250,000,000,000, which is not a small amount of money. So, in the process, a lot of money had already gone into design and preliminary work before we reached the stage where we needed the environmental permit to break ground.”
Despite these obstacles, Adeleke expressed gratitude for divine intervention that ultimately allowed the project to succeed.

Adeleke, who spoke in Ilesa during the flag-off of the construction of the 33KV feeder line, said his vision was for Osun to be self-sufficient in power supply and also to export to neighboring states.
The governor recalled that the project had been abandoned for over 11 years, adding that during that period of limbo, residents of Obokun and three other local government areas suffered hardship, blackout, and economic loss. He further stated that the state had a draft electricity bill and policy which would expand power generation and distribution, and directed the Ministry of Energy to develop an implementation plan with timelines and deliverables....
